I think the artist wanted to create a blurry moonlit effect with bold colors, it would look good if its a photograph too.
im naturally attracted to bold colors, so this is no exception, but i also love the use of space and the scene how it all lined up together, with all kinds of elements like the reddish wood posts, and unique forms nearby. overall i like the composition, color palette and the contents.
